Texas: 20*The best rating a movie can receive on Netflix is 5 stars. Most of the movies and TV shows best-rated among my friends had 11 ratings each. A handful had 12 ratings. This means the highest possible rating a movie could get would be 60 stars (12 people rating it 5 stars). Only one movie had a 60 star rating:

Of the movies and TV shows rated by 11 people, the only ones I found with a perfect, 55 star rating were:

- Arrested Development (season 1) (57 stars)
Most of the rest of other high-scoring movies and shows had 11 ratings, a few had 12. I have not distinguished them by number of ratings, only by total number of stars.

haha...not that you have the time to figure these things out, BUT IF YOU DID it would be really cool! :)
I actually spent a fair amount of time thinking about how to measure the least-liked films. It's tougher, though, than quantifying the best-liked.
For this post, I didn't bother counting anything that had less than 11 people rating it I suppose we could set a minimum number of ratings and then see which film has the fewest stars, but even that is tricky. I think, for the most part, movies we don't expect to like are screened out of Netflix queues.
Finding movies with polarized ratings (e.g. Hostel) would also be fun.
I'd like to hear any other suggestions.
